A sweeping package of XRP Ledger protocol amendments is set to enter validator voting within approximately two weeks, according to prominent XRPL validator Vet. The upgrade introduces batch transactions, confidential transfers, sponsored fees, and permission delegation — the most feature-dense release the ledger has seen in recent memory.
What the Upgrade Includes
The proposed amendment package bundles six distinct changes alongside performance optimizations:
- Batch Transactions (XLS-66) — enables multiple transactions to be grouped and submitted atomically. This simplifies complex DeFi operations, multi-step token issuances, and enterprise workflows that currently require multiple sequential submissions.
- Confidential Transfers — conceals transaction amounts without compromising the ledger's public auditability. This addresses a longstanding enterprise requirement: privacy for settlement amounts while maintaining on-chain finality.
- Sponsored Fees and Reserves (XLS-68) — allows third parties to cover transaction fees and reserve requirements on behalf of users, lowering the friction for onboarding new accounts and enabling fee-abstraction for consumer applications built on XRPL.
- Permission Delegation — lets account holders delegate specific permissions without surrendering full account control. Critical for institutional custodians, multi-sig setups, and automated agent workflows.
- Dynamic Multi-Purpose Tokens (MPTs) — enhancements to the ledger's MPT standard, expanding programmability for tokenized assets.
- Bundled Bug Fix — addresses known edge-case issues from prior releases.
Why the Timing Matters
Vet noted that security-focused initiatives had previously paused feature development, but that work has now resumed. "Yes, the security initiatives put everything else on hold. We can start resuming," he wrote on X, describing the package as a "sweet mix" of performance improvements, new features, and fixes.
For institutional users and DeFi developers, the batch transaction and confidential transfer amendments are the most consequential. Batch transactions eliminate the latency and failure risk of sequential multi-step operations — a direct improvement for RWA issuances, AMM interactions, and complex payment routing. Confidential transfers address the primary hesitation from enterprise treasury teams that need settlement finality without broadcasting exact transaction sizes to competitors.
Reserve Governance Debate Running Parallel
Alongside the upgrade announcement, a separate governance debate has emerged around whether XRPL's base reserve should be lowered further. The current reserve stands at 1 XRP per activated account — down from 1,000 XRP in the early "create fee" era.
Vet publicly opposed further reductions under current conditions. "The architects designed reserves as a deliberate protective mechanism of network resources, storage and memory, against spam and DDoS attacks," he wrote. He acknowledged supporting prior reductions but argued that infrastructure costs have increased during the AI boom, making reserve requirements more relevant, not less.
The counter-argument — that lower reserves would accelerate account creation, particularly for AI agent wallets — is gaining traction in the community. With Sponsored Reserves (XLS-68) in the incoming upgrade, the debate may shift: if third parties can cover reserves for new accounts, the floor of 1 XRP becomes a policy floor rather than a barrier to entry.
Validator Voting Timeline
According to Vet, "if everything goes well," the amendments will be ready for validator voting in approximately two weeks. For an amendment to activate on the XRP Ledger, it must receive approval from 80% of validators for two consecutive weeks. Once the voting window opens, the community will have a clear signal of consensus within that window.
Developers building on XRPL — particularly those working on tokenized RWA issuances, DeFi protocols, and AI agent payment infrastructure — should begin integrating batch transaction and confidential transfer support into their testing environments ahead of activation.
Context: Infrastructure Before Price
The upgrade arrives as the broader DeFi and institutional DLT market continues to accelerate. The Linux Foundation's x402 initiative — which Ripple joined as a premier member in July 2026 — is building an open standard for AI-to-AI payments over HTTP, with XRPL as one of the primary settlement layers. Batch transactions and permission delegation are direct prerequisites for autonomous agentic payment flows at scale.
