The clarification came from Hussein Zangana — director of community at the XRP Ledger Foundation, known on X as "Vet" — who confirmed the figure and pointed to Ripple's XRPL toml file as an additional transparency layer.
What XRPScan Shows
According to U.Today's July 26 report by Tomiwabold Olajide, X user "Saul" observed that discussions about escrowed XRP were circulating with inconsistent figures, and shared a snapshot from XRPScan showing the following as of the time of publication:
- XRP escrowed: 32,445,002,702 XRP
- XRP circulating supply: 67,526,265,430 XRP
- Total XRP burned: 14,365,934 XRP
- XRP activated accounts: 8,019,684
Hussein Zangana ("Vet"), in his role as director of community at the XRP Ledger Foundation, validated the figure: "validated also by @xrpscan," he wrote on X, sharing a screenshot from the explorer. This confirms that roughly 32% of total XRP supply — the 100 billion that was the original issuance — sits locked in time-released escrow contracts on the XRPL.
Ripple's XRPL Toml File: Public Operations on the Ledger
Beyond the raw escrow figure, Vet highlighted a less-discussed transparency mechanism: Ripple's XRPL toml file. According to U.Today's reporting of Vet's post, Ripple has published a list of all its public operation accounts and addresses on the XRPL within this file. The accounts listed are validated using Ripple's UNL validator signature — a cryptographic attestation that ties the account disclosures to Ripple's own validator identity.
According to the same U.Today report, the toml file shows: 20 XRP escrow accounts, 2 clusters, a few validators (only 1 on the decentralized UNL, or dUNL), and an RLUSD issuer address. This level of operational transparency is verifiable on-chain by anyone with access to the XRPL explorer tools.
Why This Matters
Ripple's escrow mechanism was established in 2017 to address concerns about the company's ability to dump large amounts of XRP on the open market. Under the structure, 1 billion XRP is released from escrow each month on a pre-scheduled basis. Any XRP not used by Ripple in a given month is re-locked into new escrow contracts at the back of the queue.
The current 32.445 billion figure — roughly 32% of the total 100 billion XRP issuance — reflects years of those monthly releases and re-locks.
